Abstract An empirical study was conducted on the location of economic activity in Russia in terms of concentration, agglomeration and spatial efficiency. It is found that in the 1990s-2000s the «reserve» of labor and capital resources had shifted toward more productive and populated regions. However, the «flow» of federal capital investment had a different orientation, i.e., social and political targets of the Center were contrary to spatial distribution efficiency
