Abstract The article describes the main components of a program developed in 1991 on request from the Inter-regional association of economic cooperation 'Far East and Trans-Baikal' for overcoming the longterm social-economic crisis of the Russian Far East and Trans-Baikal region and a smooth transition of the region to a market economy. The author presents considerations for long-term development policies of the region, as well as issues of the state regional policy with regard to the Far Eastern economic region and Transbaikalia. The paper also discusses emergency measures to stabilize the socio-economic situation and provide the development basis in mentioned regions. These measures implied market-based relations, cooperation with the Asia-Pacific countries and carrying out at different levels: regional, RSFSR and USSR. The author notes that the so-called 'new model' of regional development of the Russian Far East includes a number of tools from the concept of 1991. This replication emphasizes the randomness of the ongoing measures which effectiveness can be provided only by their fitting in systemic changes and decisions.
